As part of the EUMOTIONS project, Seda Gürkan will be presenting a co-authored paper with Özlem Terzi (Vrije Universiteit Amsterdam) titled “Narrating Europe’s Future History through Collective Memory and Emotions: The EU and NATO’s Enlargement Decisions after Russia’s Invasion of Ukraine in 2022.”
This paper explores the role of the emotions–memory nexus in shaping the decisions of the EU and NATO to pursue enlargement during wartime, specifically in the aftermath of Russia’s full-scale invasion of Ukraine.
Seda Gürkan will also present paper titled “Why Does the European Parliament Promote Human Rights? Emotional Dynamics in Plenary Debates on Turkey and Hungary (2014–2019)” as part of the panel “The EU and Democracy Promotion: Elections, Human Rights, and Political Discourse.”

Call for Papers | Forum 2025 – Emotions in Multilateral Diplomacy: Exploring Affect in International Organisations in Volatile Times
The purpose of this Forum is to investigate the role of emotions in the formulation and conduct of multilateral diplomacy, as well as in shaping policy outcomes within IOs.
Contributing short essays might investigate various IOs (such as NATO, UN, EU, ASEAN, WTO, etc.) or their sub-bodies (European Council, European Parliament, North Atlantic Council, UNSC, etc.), adopt a comparative perspective or focus on a single case, deal with a specific emotion (like fear, trust, shame, friendship, solidarity, etc.) or address a variety of emotions in multilateral diplomacy. We also welcome innovative ideas for setting a new research agenda for studying emotions in multilateral diplomacy.

As part of the EUMOTIONS project, Seda Gürkan will be presenting a paper titled “How Emotional Is Human Rights Promotion for the EU? Insights from the European Parliamentary Debates on Turkey and Hungary (2014-2019)”
The paper approaches the role of the European Parliament (EP) in the promotion and protection of human rights from a social psychology perspective and seeks to understand the role of “emotion culture”, i.e. ideas about how people/entities ought to feel in a given situation, in determining the EP’s conception, framing and reaction to human rights violations in Hungary and in Turkey.

Seda Gürkan will be organizing a roundtable on “the Role of Emotions in EU Foreign Policy Decision Making in Times of Crisis” at the European Consortium for Political Research (ECPR) Standing Group on the European Union (SGEU) at Universidade NOVA
The roundtable engages with the role of emotions in EU Foreign Policy in times of crisis. It concentrates on sense making and appraisal processes inside the EU institutions as well as among them, and investigates several topics around emotions and EU decision-making dynamics. During the conference, Seda Gürkan will also be presenting a paper on “the Role of Emotions in the EU’s Response to Russia’s Invasion of Ukraine in 2022.” The paper explores how emotions are used in the EU’s response to international crises arising from norm violations.
